One has nothing to do with the other.
Depending on the breed, the person may be using the term to describe the size.
Now depending on the breed it may or may not be an accepted term in the breed standards.
Yorkies comes to mind when I see the word "TEACUP". Teacup isn't a true
term for Yorkies. Depending on the registry and approved standards Yorkies
are to be from 3 to 12 pounds in size.
Now depending on what the POSTER is thinking is teacup is anybody's guess.
In order for one to be Teacup by MY WAY OF THINKING it would have to
be on the low end of 3 pounds or BELOW standard.
I've seen those that post Teacup and then say it will be 6 pounds grown - Guess we all have our idea of what Teacup is.
BEST to ALWAYS ask what THE POSTER is calling a Teacup.
