Maybe your puppy has fleas or he or she is just itchy.

i kind of thought of that too, but then somebody told me they will do that if they have worms, or if they need their anal glands expressed? if the second half of that is true, how would i be able to tell that and is it something i could do? or do i take her to her vet?

You can take her to the vet and they will do the anal glands for you. You can ask them to show you how. They can also float a stool sample to check for worms. Neither one is a big problem. If your Dog is longhaired she may also be trying to remove "clingons".

Groomers also take care of anal glands its more prone to the toy breeds but not unlikely in larger breeds it is no big deal, my Dog was scooting around also, she just needed her anal glands done, we also had out vet check for worms to be safe and now shes fine, Its not a bad idea to bring your pup to the groomer early to get him/her used to it before it becomes a scary thing good luck
