My neighbor has a black and white papillion named Froda. Froda chases me in my pick-up truck when I drive by. The problem is that Froda is so small I can't see if he is near the wheels or not. I have spoken to the neighbor about it and they say he has not been fixed. But, the problem persists and I do not want to run over the dog. Any suggestions?
