Corgi's are born with tail's and need to be Docked by your vet along with dew Claw's removed at 3-4 day's old. Their ear's start to come up at different stages usually by 5 weeks old they are up. Chances are if by 8 weeks they are not up they are not going to come up...

MOST Pembroke corgis are born with docked tails. Cardigans are generally born with tails. My corgis ears were fully up when he was about 3-4 months old. I have never seen an adult corgi with floppy ears.
