A silky is a terrier, they are supposed to be aggressive as they were bred to be a varmit dog. He is acting normal for his breed. Can you "correct" him for doing something that comes naturally? Yes, but you will be about as successful as "correcting" your child for breathing. You might slow him down, but you won't stop this agressive behavior without breaking his spirit.
One way to train puppies is to put several pennies in an empty soda can and tape the top shut. The moment they display a negative behavior, shake the can vigorously (which will startle him) and tell him "no". This is GREAT for training puppies, I have my doubts that it will change an adult dogs behavior though.
