I would say no. We adopted a shiba from a different owner and they said they had a pool in the back that she would swim in. When we brought her home, her outer coat was damage and she was extremely soft. By her swimming, she lost her protection of the outer coat. Really, in general they shouldn't get soaked, but occasional wet weather is alright.
