From what I understand that is not typical of any shiba inu I have dog sat two of them and they still were not hesitant. You may want to take some time just for her and lay on the floor with a book and a blanket and let her try getting close to you.

This shiba inu was not properly socialized. You need to set aside a time to take the dog to a park daily and fix this. It is critically important for a Shiba to be socialized with both people and pets.

It appears that she was not socialized enough. I started taking my Shiba out when he was 7 weeks old to a local coffee shop and putting him on a leash and walking him up the street a little way and back. I took him to the local Petco where you can walk the dogs around on a leash etc. Now he LOVES other dogs and he goes up to people (still coy) but is turning into a very loving dog. It takes time and patience. I tried to create a situation where he met a new person or new stimulus every day. He is 16 weeks now.
