I have had three Shelties including one now. Also one lab, and a mixed breed. The lab and the mix, although short-haired, shed a lot more than any Sheltie. They do blow the undercoat twice a year--looks like dust bunnies, and there is a lot. Comb with a fine tooth comb, a brush won't get it all. But in between, the outercoat doesn't shed much. With the lab, there was hair all over the house, winter and summer, but the Shelties, only twice a year until that undercoat is shed/combed out.
