Absolutely not. For the summer its best if you shave Samoyeds down so they dont get heat stroke. You can also shave them down if you dont want to deal with brushing them everyday.

You should never shave a Samoyed, except for minor trimming. Due to their thick fur, the skin is extremely sensitive, and should not even be touched with your fingers. Shaving down to the skin would allow all sorts of irritations causing the animal pain, make sunburn a serious health problem, and make them targets for insects that generally are unable to get through the fur. 10,000 hairs per square inch! That's a lot of protection. -Doc Caldwell

Do not shave the Samoyed. It will ruin his coat (it will not grow back right) and it protects their skin from sunburn. It actually works as an insulator in the summer and helps to keep him cool. He should be de-shedded for the hot months but not shaved.
