Adult Norfolk are exceptionally good housedogs IF they are trained properly while growing. Each dog is an individual. With excellent training they are fantastic house pets.
No, you cannot them roam unless you want to lose him. Again, with trining they will stay with you under supervision. On their own they will likely get killed by a car or predator.
