It means that sire earned a tittle of chamion at one point in his life. The dog competed against other dogs in the same category and proved to be the best of his kind in the especific venue. This does not "affect" the breeding of Neapolitan Mastiffs, it just adds a higher monetary value to the potential litters the dog is reponsible for.
