My male Jack Russel is sweet natured, about 2 and a half years, but still wee on everything in the house.I leave him outside to run with the Yorkie all day, they get along well. But as soon as he has finished eating, he lifts his leg and let go in the bowl. I let him out every time he ask, but he will play outside, take a few drops on flowers, and come and do it inside against the cupboard, on the floor, on the furniture. Why? It drives me mad. I have tried to gently tap him, take him out after that, but no effect.

Maybe you should try putting your Jack Russell Terrier in a small place with a pad. If that doesn't work, try buying a small cage and leaving him in there every night. He might poop and pee in the small place, and will basically have no room to lay down or sleep, causing him to howl and cry throughout the night, by ignore him. He will soon get used to holding his pee in the house.
