Generally when measuring a dog's size it refers to the top of the shoulders.

It refers to the withers ( very top of the sholders ). The only thing thats true about Irish Wolfhounds profile is the color. I know this because I'm getting one next year. The height of this breed is 30-40 inches at the withers and the weight is 120-175 lbs. I hope this answers your question. 8 )
