I have a 9lb Havanese female, 15 mo. old who aggressively barks at small children while wagging her tail. When she is out for a walk she growls at all strangers. I've used a citronella collar, that doesn't always help. My grandchildren are afraid of her. She generally is the sweetest, most kissing dog I've known. Any suggestions?
