Yes ES Spaniels are suitable for rainy weather as well as dry just keep old towls hany to dry the off. I believe that it is the owners not the dowgs that do not tolerate the rain. They never mind the rain and love the snow. Our Springers stay wet most of the summer due to the 2 ponds around the farm. In fact our dogs will shake on command. (humor is a must when a dogis shaking the water off his fur)
Exposure to harsh temperatures/moissture should limit the amount of time exposed to these elements. Use your judgement and take care of your ESS puppy/dog.
Remember, the more you rub you ESS with a big towel, the more your ESS puppy/dog loves you!
