I have several Collies and they only bark when there is something to bark at. However, they get to spend their days in a fenced yard; not bored locked in house all the time with no company.

My collies bark when a stranger approaches the house, when a car pulls in the driveway, or when a strange animal comes into the yard. I can tell from their bark which it is. When I tell them "it's okay", they stop. I call them my furry doorbells. Any collie can be trained to only bark at appropriate times. Any bored, neglected dog will have undesirable behaviors, like barking.

Most of the time, yes. My last collie barked a lot when she was outside, seemingly at nothing sometimes, but would usually quiet down if we asked her to stop.
