One of my best friend's shar pei pups had this condition, it's called cutaneous mucinosis. Mucin is the stuff that gives them wrinkles, it's also the stuff that acts like glue & appears stringy/sticky if you've had the experience of cleaning wounds with this breed. I don't think it's a big concern, unless the blisters are big enough & plenty enough to cause discomfort or pain due to where they are on the body. Sometimes they burst if they're scratched, & if it's a serious case (like my friend's dog), it may be bothersome if there are big blisters on his paws/between toes. My friend's dog Zephyr was the first I've seen with it, but you should find some info on shar pei sites about it. My pup Folsom, also a shar pei, is prone to allergies, environmental & food sensitivities mostly. They're great, but they do have some unique health issues arise that you'd probably never hear of if you didn't own one. Good luck with your pup :)
