I have a chihuahua mix but she looks like a chihuahua and is the same size as one. I was wondering if I should have a harness on her instead of a collar?

A friend of mine has a chihuahua and she uses a harness. Whenever she uses a collar he tends to pull a lot and then cough and gag. With the harness he doesn't have any problems.
