Boxer Question

My neighbor adopted a white boxer at nine months old. He is probably 2 now. They do not take him to the vets and they leave him outside sometimes for four to five hours. He barks continually when he has had enough. It's in the 50 degrees now and I am worried about him. He has a sweet personality. I have my son's dogs that use to come to visit but my sons don't want them here because the dog down stairs isn't vaccinated. Should I be worried?

It's not a big deal . If the dog downstairs hasn't had needles, if he isn't around other strange dogs or anything then he should be fine & it's a big dog, 4 to 5 hours outside isn't that long ... But like u said if its hot I would be worried ... If they treat it with love and care and they love it & it always has water outside with it I wouldn't worry , just tell them if you see the dog panting or showing signs of being horn. Other then that I wouldn't worry
