Any amount, as long as you give your border collie at least 2-3 1/2 hours of exercise(mental and physical).

I left my border collie crated for 9 hours at the max.

I think no dog should be left alone longer than maximum 6 hours, not just because they need exercise, but they also need human contact. I think if your dog is left alone for longer than 6 hours everyday you shouldnt get a dog or you should get someone to walk him at least once during these hours. Dogs already sleep at night when you sleep, so in day time they will be more awake, its boring for a dog to be awake but still forced to sleep and do nothing. You wouldnt want to stay in bed all day either for 9 hours long if you are clearly awake and ready to do something. About the walks i think it depends on the type of breed how long you should walk it everyday. Good luck
