I would definitely recommend the Tervuren for therapy work; a sound mind on a Terv is one of the best things any trainer can work with, and a well socialized pup will easily adjust to most any envirnment.
Of course, individual temperaments will play a large role in making a dog suited to this work, so definitely check out your puppy's parents, and buy from someone who does a lot of work with their dogs, and can tell you what to expect from their lines.
In general, a well bred Terv is a thing of beauty in any discipline, with enough sensitivity to pay close attention to everything, and enough nerve to handle new situations gracefully.
Hope this helps!
