I wouldnt recommend it, beagles and other tracking hounds are known for that once the catch a scent they will track it no matter what. Shock collars and invisible fences wont stop them. They will ignore the "annoyance" of the collar and keep going.

A perimeter shock collar is great they will know their boundries and if they dare to pass it they will get a zap, you may hear yelping but the are strong dogs, beagles use their nose like their eyes which means what ever they see that they like they go for it ! :)

It might if they bark loud and a lot but it will have to be tight enough to touch their body.
